Curtis Linton

Curtis Linton is the Business Manager of Delaware Laborers Local 199, representing construction laborers across Delaware in building, heavy highway, utility, environmental, and public works projects. A Wilmington native, Curtis began his career in the construction industry in 2000 after being introduced to the Laborers’ Union. What started as an opportunity to provide stability for his young family became a lifelong commitment to the skilled trades and organized labor.

Curtis spent nearly a decade working in the field as a union laborer, contributing to major projects including the Wilmington Courthouse and multiple developments at the University of Delaware. During that time, he gained hands-on experience in concrete work, site preparation, and large-scale commercial construction, developing a deep understanding of the craft and the workforce that drives it.

Rising through the ranks from laborer to union leadership, Curtis now oversees operations, contract negotiations, workforce development initiatives, and industry partnerships for Local 199. He manages complex budgets, works closely with contractors and public agencies, and advocates for safe worksites, fair wages, and high training standards. Under his leadership, Local 199 has strengthened its commitment to apprenticeship expansion, safety training, and creating clear career pathways in the construction trades.

Curtis has further strengthened his industry expertise through leadership training at Cornell University and construction management studies at Wilmington University. He also serves as a Vice President of the Delaware AFL-CIO, supporting collaboration across the broader labor movement.

Throughout his career, Curtis has remained committed to one core principle: construction should create opportunity. Through apprenticeship, training, and strong labor-management partnerships, he continues to work toward building a skilled workforce and sustainable careers for Delaware workers.
